The bill (Reg. No. 2936) suggests legislatively settle mechanism of ensuring interests of territorial communities, on the territory of which there are subsoil plots that are transferred for use under the production sharing agreements, by introducing the institute of agreement on social and economic cooperation between the investor and respective regional councils as a part of general agreements.
Committee members made several remarks to the bill. It was noted that complication of the procedure of concluding production sharing agreements is a negative factor for making investors interested in concluding such agreements and their further implementation. The idea of investor’s liability insurance for causing environmental damage is already present in part 2 of article 30 of the existing Law “On Production Sharing Agreement”.
People’s deputies believe that it would be expedient to consider the abovementioned suggestions while preparing the bill for the second reading.
